Subject Matter Expert Level 1

Subject Matter Expert Level 1
Functional Responsibility: Recognized for strong expertise
in industry issues and trends. Utilizes functional area
expertise gained through direct industry experience to
assess the operational and functional baseline of an
organization and its organizational components. Examples
of the functional areas would include Technology, Human
Resources, Finance, Supply, Logistics, Service, etc. Work
with senior managers and executives to provide industry
vision and strategic direction with regard to their enterprise.
Guide the determination of information technology/process
inadequacies and/or deficiencies that affect the functional
area’s ability to support/meet organizational goals. Provide
practical guidance on deployment planning for new service
rollouts and for transition from existing services.
Minimum Experience: BS 8 years

Subject Matter Expert Level 2

Subject Matter Expert Level 2
Functional Responsibility: Known for his/her knowledge in
specific industries. Can address clearly issues and trends
and offer specific paths or actions to achieve goals. Utilize
functional area expertise gained through direct industry
experience to assess the operational and functional
baseline of an organization and its organizational
components. Examples of these functional areas would
include Defense, Health, Education, Transportation,
Research and other vertical entities. This individual will work
and consult for senior managers and executives to provide
industry vision and strategic solutions that are tried and
proven with regard to a client’s enterprise domain. This
individual will guide in the determination of policy, process,
information technology inadequacies and/or deficiencies
that affect the functional area’s ability to support/meet
organizational goals.
Minimum Experience: BS 12 years

Analyst Level 2

Analyst Level 2
Functional Responsibility: This individual works in a team
environment; may mentor junior members of the team;
provides support in translating business requirements into
technical solutions; supports as a liaison between the
technical and business professionals; supports design and
test of applications developed to meet business
requirements; uses strategies for maintenance, use library
management tools and programming languages.
Minimum Experience: BS 4 years

Analyst Level 3

Functional Responsibility: This individual works in a team
environment; may support as a team manager and will
mentor junior members of the team; provide support in
translating business requirements into technical solutions; is
a liaison between the technical and business professionals;
supports design and test of applications developed to meet
business requirements; uses strategies for maintenance,
use library management tools and programming languages.
Minimum Experience: BS 6 years

Cyber Security Engineer Level 2

Cyber Security Engineer Level 2
The Cyber Security Engineer Level 2 operates within
DevSecOps and DevOps frameworks to uphold
information security standards. They oversee access
control mechanisms, respond to security breaches, and
manage Plan of Action and Milestones (POAMs)
remediation efforts within the framework of the Risk
Management Framework (RMF). This role involves
developing security solutions within agile development
cycles, leveraging specific technologies, and conducting
research to explore new cyber security approaches. They
provide technical support for integrated systems,
ensuring compliance with agile methodologies
throughout the system lifecycle. Additionally, they
contribute to security policy development, conduct
security risk assessments, and provide analytical support
for security operations in agile risk assessments, and
provide analytical support for security operations.
Minimum Experience: BS 2 years

Cyber Security Engineer Level 3

Cyber Security Engineer Level 3
The Cyber Security Engineer Level 3 leads the integration
of security measures within DevSecOps and DevOps
environments to protect organizational assets. They
design and implement security architectures, ensuring
alignment with agile methodologies and industry best
practices. Responsibilities include overseeing access
control mechanisms, detecting and mitigating security
breaches, managing Plan of Action and Milestones
(POAMs), and adhering to the Risk Management
Framework (RMF). This role involves providing technical
leadership within agile development cycles, driving the
adoption of innovative security technologies, and
conducting research to advance cyber security practices.
They play a pivotal role in security policy development,
risk assessment, and incident response planning within
agile frameworks. Additionally, they provide mentorship
to junior team members, contribute to enterprise-wide
security strategy, and represent the organization in agile
security forums and industry events.
Minimum Experience: BS 4 years
